Margarita Noyes is the founder of RADEP Online Education and brings more than 15 years of experience in certified driver education, safety instruction, and regulated online learning. She is a Driver Improvement Clinic–Certified Instructor through the National Safety Council and has provided Teen and Adult Driver Education under the standards of the Virginia Department of Education.
Ms. Noyes is the longtime owner of Colonial Driving School, one of the largest licensed driving schools in the Commonwealth of Virginia, where she oversaw curriculum delivery, instructor compliance, and administrative reporting for court- and state-referred students.

Lorena serves as Director of Student Services, supporting individuals navigating court-ordered and administrative education requirements. She brings experience working in legal and regulated environments, with a background that includes law firm and university administrative settings. In her role, Lorena focuses on program enrollment support, institutional outreach, and administrative coordination, helping students identify appropriate programs and complete enrollment with clarity and confidence.
Tobias Noyes

Tobias Noyes serves as Director of Operations for RADEP Online Education, leading the technical infrastructure and operational systems that support secure, court-recognized online instruction. He brings more than a decade of experience in technology, with a focus on building, managing, and maintaining compliant online platforms.
He attended the University of Virginia and has worked extensively with regulated online systems, including the licensing and deployment of DMV-approved courses for Virginia driving schools. His experience includes supporting approval processes, maintaining system integrity, and ensuring that digital programs meet required standards for verification, tracking, and recordkeeping.
