Margarita Noyes

Margarita Noyes

Founder

Margarita Noyes is the founder of RADEP Online Education and brings more than 15 years of experience in driver education, safety instruction, and regulated online learning. She is a Driver Improvement Clinic–Certified Instructor through the National Safety Council and has provided Teen and Adult Driver Education under Virginia education standards.

She is also the longtime owner of Colonial Driving School, one of the largest licensed driving schools in Virginia, where she has overseen curriculum delivery, instructor compliance, and administrative reporting for court- and state-referred students.

Lorena Betancourt

Lorena Betancourt

Director of Student Services

Lorena supports students navigating court-ordered and administrative education requirements. With experience in legal and regulated environments, including law firm and university administrative settings, she helps students identify the right program, complete enrollment, and move through the process with clarity and confidence.

Tobias Noyes

Tobias Noyes

Director of Operations

Tobias Noyes leads the technical infrastructure and operational systems that support secure, court-recognized online instruction. He brings more than a decade of technology experience, with a focus on building and maintaining compliant online platforms.

He attended the University of Virginia and has worked extensively with regulated online systems, including the licensing and deployment of DMV-approved courses for Virginia driving schools. His work includes supporting approval processes, maintaining system integrity, and ensuring that digital programs meet required standards for verification, tracking, and recordkeeping.
